Rosatom and Government of Murmansk Region Sign Agreement
OREANDA-NEWS. On June 9 2008 Director General of Rosatom State Nuclear Corporation Sergey Kiriyenko and Governor of Murmansk region Yuri Yevdokimov signed an agreement for cooperation in the implementation of federal and regional target industrial, social, cultural and ecological programs ordered by Rosatom or the Government of Murmansk region and related to the peaceful use of nuclear energy, the use of the nuclear icebreakers deployed in the region, nuclear, radiation and ecological safety and response to possible radiation emergencies in the territory of Murmansk region.
The cooperation will be carried out in the following directions:
• implementing measures aimed at ensuring the safe and efficient work of the reactors of Kola Nuclear Power Plant (branch of Rosenergoatom Concern);
• building Kola Nuclear Power Plant-2 in the territory of Murmansk region;
• implementing projects to develop Atomflot FSUE and to enhance the safety and efficiency of nuclear icebreakers and nuclear service ships;
• disposing of decommissioned nuclear submarines, service ships and ships with nuclear reactors;
• creating infrastructure for storing the reactors of decommissioned nuclear submarines and other infrastructure for treating and burying spent nuclear fuel and radioactive waste;
• treating radioactive waste and spent nuclear fuel, ensuring their isolation and disposal;
• rehabilitating radioactive sites;
• drafting and implementing federal and regional projects to use nuclear energy for peaceful purposes, to exploit nuclear icebreakers, to treat spent nuclear fuel and radioactive waste in the territory of Murmansk region as well as projects to reform and develop nuclear organizations;
• maintaining the regional radiation control system and information-analytical emergency prevention system in the territory of Murmansk region;
• establishing a regional center for processing solid radioactive waste and building a regional site for storing solid radioactive waste;
• implementing programs to train personnel for nuclear organizations acting in the territory of Murmansk region, implementing information and education programs on the peaceful use of nuclear energy among students and residents of Murmansk region, establishing a regional information center for the safe use of nuclear energy and emergency response;
• cooperating with public organizations of Murmanks region in the peaceful use of nuclear energy, development of the nuclear power industry in the region, implementing joint independent ecological inspections in the territory of Murmansk region and supporting the Public Council for the Safe Use of Nuclear Energy in Murmansk region.
• attracting foreign technical assistance for solving radiation and ecological problems of Muramnsk region;
• implementing measures for creating on the basis of Lenin nuclear icebreaker a museum of history and development of the national nuclear fleet and the exploration of the Arctic region and the Northern Sea Route.
Rosatom State Nuclear Energy Corporation has undertaken:
• to take measures to ensure budgetary and other financing of federal and regional programs implementing in the territory of Murmansk region;
• to adopt, jointly with the Government of Murmansk region, decisions on construction of spent nuclear fuel and radioactive waste treatment facilities and use of nuclear technologies in the territory of Murmansk region;
• to employ the scientific and industrial capacities of Murmansk region under Rosatom’s programs in the territory of the region;
• to involve credit organizations in the projects to be carried out in the framework of this agreement;
• to provide information about organizations involved in such projects;
• to involve the Government of Murmansk region in the drafting of projects to be carried out in the territory of the region;
• to involve the Government of Murmansk region in negotiations with foreign donors concerning implementation and supervision of projects and programs in the territory of Murmansk region;
• to involve the Government of Murmansk region in the work of the Rosatom Public Council, public hearings, to inform the population of the region about the results of the projects to ensure nuclear, radioactive and ecological safety in Murmansk region and about the activities of the nuclear organizations acting in the territory of the region;
• to implement, jointly with the Government of Murmansk region, programs to train personnel for nuclear organizations acting in the territory of Murmansk region, implementing information and education programs on the use of nuclear energy among students and residents of the region, to establish a regional information center for the safe use of nuclear energy;
• to take part in the work of the Public Council for the Safe Use of Nuclear Energy in Murmansk region.
The Government of Murmansk region has undertaken:
• to take measures to draft and implement regional target programs to enhance nuclear and radiation safety on the order of the Government of the Russian Federation;
• to assist Rosatom’s structures in the territory of Murmansk region;
• to help Rosatom to carr6y out programs and projects in the framework of this agreement;
• to take part in negotiations concerning projects to be implemented in the territory of Murmansk region in the framework of this agreement and to control their implementation;
• to inform Rosatom about the urgent problems of Murmansk region and to recruit the scientific and industrial capacities of the corporation for solving these problems, particularly, in case of nuclear accidents;
• to help to exempt from taxes the foreign technical assistance provided in the framework of the agreement on multilateral nuclear-ecological program in the Russian Federation and other bilateral agreements;
• to participate, jointly with Rosatom, in programs to train personnel for nuclear organizations acting in the territory of Murmansk region, implementing information and education programs on the use of nuclear energy among students and residents of the region, to establish a regional information center for the safe use of nuclear energy;
• to support the Public Council for the Safe Use of Nuclear Energy in Murmansk region.
