OREANDA-NEWS. December 22, 2010. The Head of the Department of the Federal Antimonopoly Service for Control of the Authorities, Mr. Vladimir Mishelovin made a presentation at the First National Conference “GOSGARANT”: Improving the System of State Support for Socially Important Projects as an Innovative Mechanism of Development and Advancement of Informational Society”. His presentation was at the first plenary session on “Public Policy towards State Support of Socially Important Projects”, reported the press-centre of FAS Russia.

The issues of antimonopoly policy in the filed of state support of civil society institutions as well as in education, science, culture, mass media are in the focus of attention of civil society and constitute one of very complex area of legal regulation.

Along with such institutions, free competition is an important precondition for successful economic, social and political development of civil society.

“Civil society can be developed most successfully in a free market economy when the government pursues modern antimonopoly policy and supports fair competition. Economics is the basis of any social system and it is so for civil society. High standards for such economy-related parameters as availability of education, medical services, cultural achievements, as well as efficient antimonopoly policy to a considerable extent determine the “quality” of civil society”, thinks Vladimir Mishelovin.
