OREANDA-NEWS. November 03, 2011. The Federal Antimonopoly Service (FAS Russia) called upon legal community to more actively join their efforts against cross-border violations of the antimonopoly law. The message was put forward at the III Annual Conference “Antimonopoly Regulation in Russia” that took place on 27th October 2011 in “Marriott Royal Aurora” Hotel in Moscow, reported the press-centre of FAS Russia.

The Head of FAS Department for International Economic Cooperation, Ms. Lesya Davydova, made a presentation about prospective areas of international cooperation in the field of competition policy. She said that FAS is engaged in active cooperation with international organizations and integration associations, including: EC, OECD, ICN, APEC, BRICS, UNCTAD, and ICAP.

Such cooperation enables FAS to directly influence joint decision of international organizations on enforcement strategies, harmonize enforcement procedures and the basic standards, exchange the best practices in the fild of competition policy.

“Ultimately, all this is used in reforming competition law and enforcement in Russia – on the basis of the best world practices”, said Lesya Davydova.

The Conference especially emphasized development of bilateral cooperation. A new form of such cooperation is interaction in course of investing cross-border antimonopoly violations.

“Such cooperation has become necessary due to globalization of the economy and market internationalization”, emphasized Lesya Davydova.

She also shared information about practical measures towards expanding interaction with foreign competition agencies. The CIS member-states formed the Headquarters for Joint Investigations of Violations of Antimonopoly Law. FAS takes part in the International Working Group on investigating pricing on the market of oil and oil products and methods of its functioning. FAS also takes part in the BRICS Working Group on important issues of competition enforcement. FAS has also formed the Operation Headquarters for practical cooperation with foreign competition authorities.

Lesya Davydova called upon representatives of Russia’s legal community to be more actively engaged in the work of international organizations, in particular, International Competition Network (ICN), as non-state experts, as well as more actively work with FAS to investigate cross-border antimonopoly violations.
