OREANDA-NEWS. January 30, 2012. FAS Russia and competition authorities of other countries took part in the III International Forum: “Exchange and Non-Exchange Markets of Oil and Oil Products in the Russian Federation”, reported the press-centre of FAS Russia.

The III International Forum: “Exchange and Non-Exchange Markets of Oil and Oil Products” took place in Moscow. The event was organized by eOil.ru informational-and-analytical portal with support of the Federal Antimonopoly Service (FAS Russia).

The Forum was attended by the leading experts of Russian and foreign companies, representatives of global exchanges and informational-and-analytical agencies, vertically-integrated oil companies of oil-refining and petrochemical complexes, independent operators, investment and financial circles, academia, and Russian and foreign government agencies. The Forum got together representatives of competition authorities of Austria, Bulgaria, Germany, Kazakhstan, Latvia, Portugal, Romania, Russia, Tajikistan and Ukraine.

The welcoming address was given by the Head of FAS Russia Igor Artemyev who presented FAS position and emphasized importance and necessity of such events, where market participants, analysts, representatives of exchanges, investors and representatives of government institutions can share opinions and put forward proposals towards improving the situation on such significant for any national economy markets.

On the first day of the Forum participants discussed global and national strategies for developing the markets of energy resources across the world and in some countries, particular, the issues of demand and supply on the markets of oil and oil products, and the place of Russia on global competitive markets.

The central theme of the Forum was “International and National Experience of Developing Price Indices for Oil and Oil Products”, moderated by Deputy Head of FAS Russia Andrey Tsyganov.

Pricing discussions focused on interaction of global and national price indices of the goods at hand and their derivatives, the effect of market relations and regulatory impact on pricing in Russia and abroad.

Deputy Head of FAS Russia, Andrey Kashevarov, and the Head of FAS Department for Control over Transport and Communications, Dmitry Routenberg, were moderators and key speakers at the Forum. Other representatives of the central Office and regional offices of FAS Russia also took part at the Forum.

At various sessions, presentations and reports about the situation on the market of oil and oil products in different countries were made by representatives of foreign competition authorities, in particular, the Chairperson of Latvian Competition Council, Ieva Jaunzeme; the President of Portugal’s Competition Authority, Manuel Sebastiao; Deputy Chairman of the Agency of the Republic of Kazakhstan for Competition Protection, Erkegali Alimkulov; representatives of Austrian Competition Authority, Rainer Kaltenbrunne and Birgit Schwabl-Drobir.

Participants of the Forum took a favorable view of a possibility to exchange opinions regarding the situation on the most important markets of oil and oil products.
