FAS Addressed National Conference GOSGARANT 2012
OREANDA-NEWS. November 08, 2012. A representative of the Federal Antimonopoly Service (FAS Russia) took part in the National Conference “GOSGARANT 2012: the Mechanisms of State and Private Super of Socially Important Projects” organized as part of the Third Congress of Non-Government Organizations in Russia, reported the press-centre of FAS Russia.
The Head of the FAS Department for Control over the Authorities, Vladimir Mishelovin, informed the audience about the mechanisms of cooperation between the antimonopoly bodies with civil society, and the specifics of the antimonopoly law and FAS support of non-commercial organizations.
As emphasized by the Conference participants, non-commercial organizations are interested in a close cooperation with the Antimonopoly Service and FAS Public Advisory Councils. There was a wide exchange of opinions regarding development of competition between non-commercial organizations in granting subsidies for socially important projects and expanding possibilities for taking part in state and municipal procurement.
“The norms of the Federal Law “On Protection of Competition” allow the authorities to grant property to non-commercial organizations without tenders or auctions if their activities are aimed at resolving social issues, developing civil society in the Russian Federation. Also, the authorities can grant state and municipal preferences to support socially oriented non-governmental organizations as well as for developing culture, art, sport, health care, protection of the environment and achieving other socially significant goals”, pointed out Vladimir Mishelovin.
