Budget 2013 Provides Raising Social Standards in Ukraine
OREANDA-NEWS. January 24, 2013. Statements that supposedly the budget for this year has no adequate funding for social obligations, state wages are unfounded.
First of all, it should be noted that despite the adverse external conditions - deteriorating economic situation in the world and a slowdown in the domestic economy, the Government’s main priority in the fiscal policy will always remains increasing social security and improving social protection. So, this year's budget provides increase in social standards and most importantly –resources for their proper funding have been embedded. It should be also important to mention that the Government last year in full financed social initiatives of the President of Ukraine. So there is no good reason to say that the Government cares about social policy arbitrarily.
On the Law of Ukraine "On the State Budget of Ukraine for 2013" minimum wage set in the amount: from 1 January - 1147 UAH, from December 1 - 1218 UAH.
Also in 2013, an increase of salary for employees of the first tariff level of the Unified tariff network has been provided by 6.5% to reduce the cash gap between this rate and the minimum wage.
Thus, with the increase of these parameters in the state budget in 2013 labor costs of public sector employees and military personnel allowance increased by UAH 9.8 billion.
By the end of 2013, compared to the same period of 2012 year, the minimum wage and living wage will rise by 7.4%, while the Consumer Price Index 4.8%.
In the budget 2013 social expenditures provided at a level UAH 61.5 billion.
