Russian authorities will extend the ban on gasoline exports until the end of the year

The ban on gasoline exports for all participants, except for supplies under intergovernmental agreements, will be extended until the end of the year. There will also be a ban on the export of diesel fuel for non-producers until the end of the year. This was announced to journalists by Russian Deputy Prime Minister Alexander Novak.
"Yes, there is a solution. We will extend the ban on gasoline exports until the end of the year in the near future, and a ban on the export of diesel fuel for non-producers will also be introduced until the end of the year. This will allow us to additionally supply the market with petroleum products," he said.
OREANDA-NEWS Novak clarified that gasoline exports will be banned until the end of the year for all participants, except for supplies under intergovernmental agreements.
Earlier, Interfax sources reported that the ban for manufacturers is likely to be extended for another month. The agency's interlocutors also said that the Russian government is discussing the introduction of a ban on the export of diesel fuel by non-producers, as was previously done with gasoline.
Meanwhile, according to sources in oil and gas companies, there is still a lot of diesel fuel on the market: it is produced twice as much as consumed, even under unplanned repairs, and there is no point in limiting its export to manufacturers. If exports are still banned for manufacturers, they will have to reduce refining volumes, which, in turn, will lead to a reduction in gasoline production, one of the sources said.
Another source explained that Russia produces a lot of diesel fuel of export quality, which is unclaimed in the domestic market, and a number of plants produce it exclusively, so the ban on exports will lead to their overstocking with oil and the need to reduce refining. In addition, sources say, the profitability of sales in the domestic market is now even higher than in the external market, so the measure is irrelevant for manufacturers.
An embargo on gasoline exports for non-manufacturers has been in effect since March 1, 2025. Against the background of rising exchange prices for petroleum products, the government imposed a ban on manufacturing companies for August, and then extended it to September. By the current decree, non-manufacturers are not allowed to supply gasoline abroad until the end of October.
