OREANDA-NEWS  More than 40% of importers of cosmetics and household chemicals came out of the shadows on the eve of the start of mandatory labeling of products on March 1 - they were previously unknown to the state, the press service of the Center for the Development of Advanced Technologies (CRPT, operator of the state labeling system "Honest Sign") told RIA Novosti.

"Even before the start of mandatory labeling, the Honest Sign system identified 467 importers of cosmetics and household chemicals that the state had not previously known about. According to the decision of the Government of the Russian Federation, mandatory labeling of cosmetics and household chemicals will begin in Russia on March 1, 2025. The number of importers who have registered ahead of schedule in the Honest Sign system exceeds the target by 41%... If it was previously thought that 1,128 importers were working on the market, now we see in the system that there are 1,595 of them," the Central Trade Center said.

Since the launch of the pilot project on labeling cosmetics and household chemicals on January 15, 2024, more than 20,000 market participants have registered in the Honest Sign system, 2,363 of them are manufacturers. The companies have labeled 6.1 million units of products, of which 854,000 are imported goods.

"It should be recalled that the introduction of labeling in the cosmetics and household chemicals market is associated with a high level of illegal trafficking. According to HSE estimates, the share of illegal products is 16% for cosmetics and 12% for household chemicals. According to the calculations of the NIFI of the Ministry of Finance of the Russian Federation, labeling will not lead to an increase in the cost of goods – its contribution to the growth of the cost of goods does not exceed 1% over six years, which confirms both the experience of implementation in 24 product groups and the statements of the companies themselves," the CRPT added.

The Honest Sign system has been implemented in Russia since 2019 to counter illicit trafficking in goods. At the moment, it covers caviar, dairy products, bottled water, soft drinks, tobacco, beer, shoes, light industry goods, fur coats, tires, perfumes, cameras, medical devices, wheelchairs, antiseptics, dietary supplements and medicines.
