OREANDA-NEWS The total number of passenger cars registered with the traffic police at the end of 2025 amounted to 52.8 million units, which is 0.18 percent less than a year earlier. The reduction of the car fleet in Russia was recorded for the first time in 25 years, with reference to the data of the Ministry of Internal Affairs published in the Unified Interdepartmental Information and Statistical System, Kommersant writes.
Since 2000, there have been more and more passenger cars in the country. Experts explain the trend reversal by several reasons at once.
First, new car sales decreased by 15.6 percent last year, to 1.32 million units. At the same time, Maxim Kadakov, editor-in-chief of Za Rulem magazine, notes that 2.2-2.5 million cars per year should be sold for an adequate renewal of the fleet.
He recalled that the car boom in the country began about 20 years ago, and these cars have come to the end of their life cycle. Many of those 15-20-year-old machines can no longer be operated for safety reasons, especially if they were owned by legal entities or government agencies.
Mikhail Blinkin, scientific director of the HSE Institute of Transport Economics, suggested that due to the increase in the transport tax, junk owners began to actively remove it from the register.
Earlier, Mikhail Kotyukov, the governor of the Krasnoyarsk Territory, explained the increase in the transport tax by saying that the region's population has become noticeably rich, and collection rates remain low. In addition, the region intends to collect 334.8 million rubles in 2026.
Meanwhile, Anton Alikhanov, the head of the Ministry of Industry and Trade, called the situation with the average age of the Russian car fleet, which has already reached 19 years, and 16 years in the passenger car segment, very bad. He expressed the hope that the increase in the recycling fee, which makes cars more expensive, will change the trend through the development of the domestic automotive industry.
