Kazakhstan to introduce additional scrap collection for Russian agricultural machinery

OREANDA-NEWS Kazakhstan will introduce additional recycling for agricultural machinery imported from Russia and Belarus, the Ministry of Industry and Construction of the republic told RIA Novosti.
The changes in recycling rates will affect only cars and self-propelled agricultural machinery imported to Kazakhstan from Belarus and Russia, they said.
"This is due to the fact that when calculating the recycling fee for cars exported from Kazakhstan to Russia and Belarus, in addition to the recycling rate established in these countries, differences in the amounts of customs duties, VAT, and excise taxes that were paid in Kazakhstan are charged," the report says.
The Ministry of Industry of Kazakhstan explained that, according to Articles 454 and 456 of the EAEU Customs Code, cars manufactured in Kazakhstan are recognized as EAEU goods. Accordingly, the application of the so-called customs coefficients to cars manufactured in Kazakhstan in Belarus and Russia is illegal.
"By eliminating the imbalance in recycling rates between our country and the EAEU partners, recycling for Russian and Belarusian equipment will be equal to the payment established in the legislation of the Russian Federation from December 1, 2025," the ministry added.
The ministry noted that agricultural machinery of Belarusian and Russian brands is also produced in Kazakhstan on the basis of licensing agreements. It is reported that, in violation of the agreements, finished products are being supplied to Kazakhstan, and it is proposed to establish an increased recycling rate to curb parallel schemes in this area.
"We adhere to a balanced and open economic approach, building our policy in the field of recycling and imports based on a balance of interests of the state, business and consumers, while maintaining a predictable regime... This approach demonstrates the openness of the market and the desire for stable and understandable rules for all participants," the Ministry of Industry emphasized.
