Earlier, Borrell said that EU countries should consider withdrawing Russia's frozen foreign exchange reserves in order to direct them to the reconstruction of Ukraine after the conflict. The diplomat recalled the assets "billions of dollars" seized by the United States from the Central Bank of Afghanistan, which will be used to pay compensation to victims of terrorism, as well as form humanitarian aid. He called the question of how to pay for Ukraine's reconstruction one of the key political issues for the EU, given the "incredible amount of money" that is needed.
