OREANDA-NEWS  The senators approved a law that obliges banks to provide customers with the ability to use a universal QR code, as well as conduct transactions with a digital ruble. According to the QR code, such an obligation will appear on September 1, 2026, from the same date, the mass introduction of the digital ruble will begin - from the largest banks and sellers.

The document expands the possibilities of settlements in digital rubles and introduces a universal payment code for non-cash payments of goods, works and services by citizens. For this purpose, the concepts of "universal payment code" and "universal payment code service provider" are introduced, and it is also mandatory to use this code for payments in digital rubles.

The National Payment Card System (NSPK, 100% owned by the Central Bank) will become the operator of universal payment code services. It is specified that the operator will provide such services for free.

For all banks, the obligation to ensure the use of a universal QR code will be introduced on September 1, 2026. Starting from the same date, systemically important banks and banks important in the payment services market, as well as their customers - sellers of goods, performers of works and services, owners of aggregators with annual revenue of more than 120 million rubles - will be required to provide the possibility of settlements in digital rubles.

From September 1, 2027, this obligation will be extended to banks with a universal license and to their customers - sellers of goods, performers of works and services, owners of aggregators with revenue of more than 30 million rubles per year; and from September 1, 2028 - to other banks and sellers (performers, owners of aggregators).
According to the document, sellers with revenue of less than 5 million rubles per year are exempt from the obligation to provide the opportunity to pay in digital rubles.

The law is due to enter into force on September 1, 2026.

The Bank of Russia began working on the creation of a digital ruble in 2021. On August 1, 2023, the main provisions of the law came into force in Russia, consolidating the legal norms of its introduction in the country, and on August 15 of the same year, an experiment with the use of digital rubles began. It was assumed that the digital ruble would become available to everyone from July 1, 2025. However, this year the Central Bank proposed new deadlines for the introduction of the digital national currency.
