OREANDA-NEWS  The Ministry of Agriculture of the Russian Federation in 2022 significantly exceeded the revenue plan - by 10.3 times, in turn, the Rosselkhoznadzor did not reach the planned values, according to the report of the Accounting Chamber for budget execution checks in these departments.

"In the reporting year, the Ministry of Agriculture significantly exceeded the revenue plan - by 10.3 times. This is mainly due to the return of the balances of inter-budget transfers in various areas of state support," the report says. According to the conclusion, compared with 2021, budget revenues in 2022 increased by 47.8%, to 2,311 billion rubles.

The Rosselkhoznadzor, on the contrary, did not reach the planned values: 651.4 million rubles were transferred to the federal budget, 1.3 times lower than the forecast. "The main reasons here include a moratorium on scheduled inspections and the adoption of a new rule of the Administrative Code, according to which an administrative fine is replaced by a warning if the offense is committed for the first time," the Accounting Chamber reports. Expenses, as in the previous reporting year, both departments fulfilled almost in full – at the level of 99.9%; expenses under the federal targeted investment program are 100% in the Rosselkhoznadzor, 99.7% in the Ministry of Agriculture. In 2022, the Ministry of Agriculture reduced the number of unfinished objects by 6.7%, to 627 objects, the Rosselkhoznadzor – by 5.6% (to 17 objects); accordingly, the amount of investments in unfinished construction objects decreased by 18.5% and 14.2%.

In the reporting year, the Ministry of Agriculture was responsible for the implementation of three state programs in the field of agriculture with a total amount of their financing of 499 billion rubles: cash execution at the end of the year for all state programs amounted to more than 99%.

But some of the results concerning land reclamation were not fulfilled: within the framework of the program of effective involvement in the turnover of agricultural land and the development of land reclamation, there was an almost twofold, up to 5.3 billion rubles, reduction in the initial amount of financing due to the lack of contracts for transferring facilities.
