OREANDA-NEWS  According to the results of the first quarter of 2026, the number of Russian regions with budget deficits increased to 56, which is 10 more than a year earlier. This is stated in the "Operational report on the implementation of the consolidated budgets of the subjects of the Russian Federation" posted on the website of the Accounting Chamber.

The number of regions with a deficit level above 10 percent, which is high, increased from 23 to 35 over the year. The worst situation is recorded in the Jewish Autonomous Region (50.5 percent) and the Kemerovo Region (50 percent). The Vologda Oblast (32.9 percent) and the Komi Republic (32.7 percent) are next by a wide margin.

In absolute terms, the Kemerovo Region is the leader (21.3 billion rubles), Khanty-Mansiysk Autonomous Okrug (20.3 billion) and Krasnodar Territory (19.9 billion).

The total budget surplus of the remaining 34 regions amounted to 434 billion rubles, while in 23 of them the result does not exceed 5 billion. Almost two thirds of the total surplus is accounted for by Moscow, which has 276.9 billion rubles.

The consolidated budgets of Russia's constituent entities have been executed with a surplus of 140 billion rubles, which is almost 200 billion less than a year earlier. The reason for this dynamic was a 4.3 percent increase in expenses with almost zero increase in income.

In a comment to Vedomosti, Emil Ablaev, an expert at the Center for Macroeconomic Analysis and Short-term Forecasting, suggested that more than 70 percent of the country's regions could end the year with a deficit at the current rate. Sergey Klisenko, Managing Director of the NRA's rating service, believes that the total deficit will reach 4-4.5 trillion rubles.

Earlier, the Ministry of Finance reported that in the first five months of 2026, the federal budget deficit amounted to 6.01 trillion rubles, which is more than one and a half times more than the plan for the entire year.
