The share of Russians working outside the state is named

OREANDA-NEWS By the end of January-May 2026, the share of Russians working outside the state reached 41 percent of the total number of people employed in the country. This is reported by the newspaper Izvestia, citing data from the Federal State Statistics Service (Rosstat).
During the year, the number of citizens working under this scheme increased by about 80,000 people, despite attempts by the authorities to whitewash the domestic labor market. As a result, by the beginning of summer, the number of freelancers in the country reached about 30.5 million people.
For comparison, the number of Russians working in the state during this time amounted to 44.1 million people. A year earlier, the gap was almost the same. The majority of people working outside of teams, analysts said, are legal individual entrepreneurs (IE), self-employed and performers of civil law contracts (GPH).
However, such formats may conceal salaries in envelopes and the substitution of employment contracts. All this, experts explain, contributes to the strengthening of the gray zone — areas of employment where labor relations and payments are partially hidden from the state. Such an employee registration scheme allows employers to save money in the face of rising costs and tax burden. At the same time, a significant part of citizens, as shown by the results of the SuperJob survey, are still ready to agree to such conditions when choosing a job.
