Over the past three years, the state has increased the cost of construction and reconstruction of schools by more than 1.5 times (by 76%). For example, in 2020, customers published 12,211 purchases for these purposes. 186.3 billion rubles were spent from the state budget during this period, in 2021 the number of procedures increased by 8%, to 13,255 purchases, and the amount - by 29%, to 241.7 billion. At the same time, in purchases for 2022, the growth continued and amounted to 7% (14,238 procedures), while the amount of completed purchases increased by 36%, to 329.42 billion rubles. "In the six months of 2023, state customers placed purchases for 122.84 billion rubles for the construction and reconstruction of schools across the country. This is 29% less than in the first half of 2022... By the end of the year, they plan to carry out another 3,413 procedures worth 52 billion rubles. Two of the three largest purchases in the country in terms of the amount of the contract for the construction of schools were held in Irkutsk. The second in the rating was a contract for 2.8 billion rubles. The third in the amount was a contract for 2.7 billion rubles - by February 2026, children in Novy Urengoy will have a new art school.

Traditionally, most of the federal budget expenditures on state programs fall in the second half of the year, in particular in the last months of the year. Last week, the Ministry of Economic Development published a draft law that provides for the introduction of a moratorium on changing the list and planned values of indicators of national projects, state programs, federal projects established for the current year, in the fourth quarter.
