The document provides for the illegal presence of foreigners in Russia as an aggravating circumstance. This entails the imposition of a more severe penalty when considering a case by a court or administrative jurisdiction. The amendments are supposed to be introduced into the Administrative Code of Russia.

The Cabinet of Ministers generally supported the document, pointing out the need to finalize it in accordance with the comments.

In 2024, more than 30 Russian regions imposed restrictions on the work of migrants. The Belgorod region became one of them. Starting in 2025, foreigners working under a patent will not be allowed to pay taxes or work as sellers in the region.
