OREANDA-NEWS  The Ministry of Finance of the Russian Federation has proposed raising the rates for a number of state fees for car owners starting from September 2025. Additionally, the ministry has suggested introducing new fees for migrants. This information was obtained from amendments to the Tax Code, which were developed by the Ministry and made available to RIA Novosti.

The bill has been approved by the Russian government's commission on legislative activity, according to a source familiar with the discussions.

According to the document, it is proposed to increase the fee for obtaining a vehicle registration certificate from 800 rubles to 1,200 rubles. Similarly, the fee for making changes to an existing vehicle registration certificate will be raised from 350 rubles to 525 rubles.

The bill also proposes increasing the fee for issuing a national driver's license. For example, the fee for replacing a lost or damaged license made from plastic-based materials will be raised from 2,000 rubles to 4,000 rubles. The fee for replacing a license made from plastic-based materials of the new generation will be raised from 3,000 rubles to 6,000 rubles.

Furthermore, it is suggested to raise the cost of obtaining an international driver's license from 1,600 rubles to 3,200 rubles, the fee for issuing a certificate of vehicle approval for transporting hazardous materials from 1,500 rubles to 2,250 rubles, and for its renewal from 1,000 rubles to 1,500 rubles.

For the issuance of metal-based transit vehicle plates for cars and trailers, the fee may increase from 1,600 rubles to 2,400 rubles, and for the issuance of a registration plate for motorcycles and trailers, from 1,500 rubles to 2,250 rubles.
