OREANDA-NEWS The senators approved the law on adjusting the parameters of the federal budget for 2025, the document provides for an increase in spending by 829 billion rubles.

The law was prepared on the basis of an updated forecast of the socio-economic development of the Russian Federation for the current year and budget execution for the past period of the year. The GDP growth forecast for the year remained unchanged at 2.5%; the inflation estimate was raised to 7.6% from 4.5%; the oil price forecast was lowered to $56 from $69.7 per barrel; the ruble exchange rate forecast was adjusted to 94.3 rubles per dollar from 96.5 rubles.

According to the law, the projected volume of GDP for the current year increases to 221.861 trillion from 214.575 trillion rubles. At the same time, federal budget revenues are reduced to 38.506 trillion rubles (17.4% of GDP) from 40.296 trillion (18.8% of GDP), and expenditures are increasing to 42.298 trillion rubles (19.1% of GDP) from 41.469 trillion (19.3% of GDP). Thus, the budget deficit increases to 1.7% from 0.5% of GDP.

As of January 1, 2026, the upper limit of the Russian Federation's domestic public debt will rise to 30.62 trillion from 29.385 trillion rubles, while the external debt will decrease to 59.9 billion from 61.1 billion dollars. And the total amount of budget allocations for the fulfillment of public regulatory obligations for 2025 is increasing to 1.649 trillion rubles from 1.634 trillion rubles.
