OREANDA-NEWS The FSB announced the detention of a previously convicted Russian citizen who, on the instructions of the Ukrainian special services, planned to plant an explosive device in an administrative building in Moscow.

A man detained in the capital, born in 1972, had previously been convicted under articles 105 "Murder", 163 "Extortion", 161 "Robbery" of the Criminal Code of Russia, he intended to detonate an improvised explosive device (IED) in crowded places, the Special Services Public Relations Center said on Friday.

The man said that "in February 2025, he was recruited by the Ukrainian special services and, on the instructions of his supervisor, seized an IED with a clockwork mechanism from a cache, which had to be planted in one of the administrative buildings in Moscow," the FSB said.

"After the terrorist attack, the supervisor promised to ensure that he traveled to Ukraine to participate in combat operations against the Russian Armed Forces," the DSP added.

According to the intelligence service, an improvised explosive device, ready for use, weighing 5 kg, based on ammonium, with a timer, as well as a smartphone used to communicate with the Ukrainian special services, were seized from the detainee.

A criminal case has been opened against the man under Articles 30, Part 2 of Article 205 "Attempted terrorist act" and Article 222.1 "Illegal acquisition, transfer, sale, storage, transportation, transfer or carrying of explosives or explosive devices" of the Criminal Code of Russia.

"The accused has admitted his guilt and is cooperating with the investigation," the FSB stressed.
