OREANDA-NEWS  The lower limit of the draft age will remain the same, they will be drafted into the Russian army from the age of 18, Chairman of the State Duma Committee on Defense Andrei Kartapolov told reporters.

"The main amendment is that the upper limit is 30 years. It was decided to leave the lower limit of the draft age at 18, because a lot of guys want to go to serve at 18," he said.

He noted that the entry into force of these amendments to the draft Age Law, according to which this age will rise to 30 years, is proposed from January 1, 2024.

"These rules do not apply to the autumn draft. Anyone who turns 27 in 2023, even on December 31, will not be subject to the new law," Kartapolov said.

On June 14, Bill No. 312507-8 on the gradual increase in the draft age passed the first reading. In accordance with the original version of the document, it will be possible to call up male citizens aged 18 to 30 years old who are on military registration or not, but are obliged to be on military registration and are not in reserve. At the same time, the document stated that citizens aged from 19 to 30 years are subject to conscription - in the period from January 1 to December 31, 2024; from 20 to 30 years - in the period from January 1 to December 31, 2025; from 21 to 30 years - in the period from January 1 2026.

It was also proposed in Law 53-FZ to prescribe that citizens who have reached the age of 18 after January 1, 2024, who have expressed a desire to undergo military service on conscription earlier than the day of the onset of military age and have submitted a corresponding application to the draft commission, are subject to conscription.

It is assumed that the law will come into force on January 1, 2024.

Citizens who have been granted deferrals from conscription before the entry into force of this federal law, enjoy these deferrals until the expiration of their validity or until the disappearance of their grounds, the document says.

The provisions of the bill will affect citizens who, before they reach the age of 30, acquired citizenship of the Russian Federation and, in accordance with paragraph 4 of Article 9 of the Federal Law "On Military Duty and Military Service", entered military registration (about 2 thousand people annually).

The explanatory note notes that the adoption of this law will reduce the financial obligations of the federal budget for the organization and conduct of medical examinations of conscripts receiving general or secondary vocational education in the amount of more than 639 million rubles per year (annually about 675 thousand citizens exercise their right to a deferral from conscription in connection with education, including general education programs - more than 35 thousand people and secondary vocational education - almost 390 thousand people).
