The main reason for the failure of import substitution in Russia is named

OREANDA-NEWS Russian companies are at a known disadvantage and cannot withstand the price and technological pressure from Chinese manufacturers. This was stated by the head of the State Duma Committee for the Protection of Competition, Valery Gartung, quoted by NSN.
According to the deputy, domestic enterprises do not have the resources to resist dumping by Chinese companies. Rising costs cannot allow the former to drastically reduce the cost of their products. This applies to all sectors of the economy, concluded Hartung.
A number of Chinese companies have the necessary state support, which allows them to actively dump in order to increase demand for their own products in foreign markets. This ultimately leads to the fact that goods from China fill up the shelves in many countries, including Russia. This is largely the main reason for the failure of import substitution, the parliamentarian stated.
After the introduction of large-scale Western sanctions, the Russian authorities introduced a parallel import mechanism that allows sub-sanctioned products to be imported to the domestic market through third countries. In response, the authorities of the European Union (EU) and the United States have strengthened control over the flow of such goods to the Russian Federation, threatening a number of states with secondary sanctions. As a result, in January 2026, the volume of parallel imports in Russia fell to a historical minimum and amounted to one billion rubles.
