OREANDA-NEWS   The Ministry of Finance of Russia is forming a third package of measures against telephone and Internet fraudsters "Antifraud 3", said Tatiana Skvortsova, director of the Department for the Development of digital Identification Technologies at the Ministry.

"We have begun the formation of a third package of measures, which we now call by the code name "Antifraud 3". I hope that in the near future we will formulate proposals that will also be further discussed in the relevant regulatory track," she said at a round table on "Digitalization of the economy without fraud risks."

The Russian government is actively working to protect its citizens by introducing measures to counter telephone and online fraud. Thus, the first package of measures to protect against fraud came into force in June last year. It includes about 30 initiatives that are being introduced in stages. Russians have also been given the opportunity to opt out of SMS mailings and spam calls.

In addition, in December, the legal commission on legislative activity approved the second package of measures to protect against cybercriminals. It includes 20 measures, including requirements to restore access to "Public Services", the introduction of children's SIM cards and restrictions on the number of bank cards.

In December 2025, Russian President Vladimir Putin announced that a third package of measures to combat phone fraud was on the way.
