OREANDA-NEWS  The number of Russians who have an outstanding mortgage has reached 11 million for the first time. The number of citizens with housing loans was calculated by Nikolai Filippov, Director of Risk Management Methodology and Data Analytics at the United Credit Bureau (OKB), RIA Novosti writes.

"The mortgage portfolio formed by the market is at an all—time high: at the end of 2025, it amounts to 23.15 trillion rubles," the expert said. The increase in the mortgage portfolio is mainly due to preferential programs that have been in effect for the last five to seven years and peaked in 2023-2024.

At the same time, the level of debt on housing loans remains at a fairly low level, Filippov noted. According to the expert, throughout 2025, the level of overdue debt for 30-90 days in the portfolio without default in the mortgage segment was equal to 0.4 percent and by the end of the year amounted to 82.49 billion rubles.

Earlier, Russian Deputy Prime Minister Marat Khusnullin was concerned about the expected housing construction in 2028-2029. It may turn out to be noticeably lower than in previous years.
