OREANDA-NEWS The State Duma has passed a law banning the granting of citizenship to foreigners with a criminal record who have committed a crime in Russia or abroad.
Regardless of the severity of the offense, it will also be the basis for refusing to issue a temporary residence permit and a residence permit.
In addition, migrants who have reached the age of 14 are required to bring a certificate of absence of criminal record to the territorial bodies of the Ministry of Internal Affairs. It must be issued in the country of origin no earlier than three months before applying for a permanent residence permit or residence permit in Russia. Persons who have committed a crime must provide the appropriate supporting document.
All these rules also apply to stateless persons.
For Ukrainians, the law provides for a transitional period: they may not present a certificate of absence of a criminal record for two years.
