OREANDA-NEWS  The State Duma in the first reading adopted a bill banning the fishing of whales, dolphins, killer whales and porpoises for educational and cultural and educational purposes for dolphinariums and oceanariums.

At the same time, the possibility of issuing a permit for the extraction (catch) of cetaceans in exceptional cases is proposed in accordance with the decision of the Government commission on the development of the fisheries complex.

An analysis of the possible negative consequences of the ban, including the need to preserve the possibility of catching cetaceans for educational, cultural and educational purposes for the preservation and restoration of their natural populations, as well as taking into account international experience in these issues, indicates the need to establish the possibility of extracting marine mammals for scientific purposes in strictly limited numbers and exceptional purposes, note in the State Duma Committee on Agrarian Issues.
