OREANDA-NEWS. August 6, 2010.  FCS of Russia reminds that according to point 2 of item 174 of customs code of Customs union the under control goods are placed under the procedure only after the realisation of the veterinary and phytosanitary control (supervision).

By the decisions of Commission of Customs union dated on 18.06.2010 № 317 and № 318 some points were confirmed:
- The unitary list of goods that are subject to the veterinary control (supervision);
- Position about a unitary procedure of the veterinary control on customs border of the Customs union and in customs territory of the Customs union;
- The list of under quarantine production (under quarantine cargoes, under quarantine materials, under quarantine goods) that are subject to the quarantine phytosanitary control (supervision) on customs border of the Customs union and customs territory of the Customs union;
- Position about a procedure of the quarantine phytosanitary control (supervision) on customs border of the Customs union;
- Position about a procedure of the quarantine phytosanitary control (supervision) of under quarantine production (under quarantine cargoes, under quarantine materials, under quarantine goods) in customs territory of the Customs union.

The given documents are published on the official site of the Commission of the Customs union (http://www.tsouz.ru/) in subsection "Catalogue of decisions of Commission of the Customs union " of section "Customs union".

According to the specified Decisions since July, 1st, 2010 in the check points on customs border of the Customs union officials of Russian Agricultural Supervision and corresponding control bodies of Republic Belorus and Republic Kazakhstan in boundary control veterinary and phytosanitory points carry out the control over production specified in corresponding inventories.
Moving of the under control goods through customs border of the Customs union is supposed only in the certain check points supplied and equipped with means of the veterinary and phytosanitary control the information about which is specified in import(export)  licences of the under control goods in each specific case.

Acknowledgement of realisation of the veterinary and phytosanitary control (supervision) is the presence of a stamp (mark) "Release is allowed" or other stamps established according to Decisions of  Commission of the Customs union dated on 6/18/2010 № 317 and № 318 with the indication of the name of authorised body, date and the signature of the official who has carried out the veterinary and phytosanitary control (supervision) on the transport (transportation) documents (the consignment, a waybill or other document confirming presence of the contract of transportation of the goods and accompanying them at such transportation, according to point 38 of item 4 of the Customs code of the Customs union).

Representation of other documents on safety of the under control goods to customs bodies is not required.
