Alcohol production in Russia has fallen

OREANDA-NEWS In the initial three months of 2025, the production of alcoholic beverages in Russia experienced a decline. This information was shared by Kommersant, citing data from industry experts.
From January to March, the country produced 12.94 million liters of edible alcohol, representing a 12% decrease compared to the previous year. Simultaneously, the volume of shipments decreased by 25%, amounting to 8.39 million liters.
This trend was accompanied by a decline in the bottling of alcoholic beverages — according to Rosalokoltabakcontrol, in the first quarter of 2025, the production of products with an alcohol content exceeding nine percent decreased by 20.7 percent, reaching 19.5 million decaliters. Consequently, the production of vodka decreased by 22.7 percent, reaching 12.8 million decaliters, while the production of cognac decreased by a quarter, reaching 1.4 million decaliters, and the production of alcoholic beverages decreased by 9.2 percent, reaching 3.6 million decaliters. Only wines, which are less reliant on alcohol supplies, experienced growth. The production of still wines increased by 11.5 percent, reaching 8.4 million decaliters, while the production of sparkling wines increased by 15.6 percent, reaching 3.7 million decaliters.
Rosspirtprom, the leading manufacturer of alcoholic beverages in the country, has reduced its production by 23% to 4.6 million decaliters.
Renaissance LLC, the second-largest player in terms of production volume, has seen an increase of 38% to 1.49 million decaliters, while Tatspirtprom JSC has reduced its output by 2% year-on-year to 1.04 million decaliters.
The decline in production is due to the rise in excise taxes on alcohol. According to Kirill Kirakozov, the manager of Baltschug LLC, the official distributor of Saransky LVZ, the excise tax on strong alcohol has increased by 15%, from 700 rubles per liter to 750 rubles per liter. Consequently, the excise tax on strong alcohol has increased by an average of 23 rubles, instead of the usual increase of five to seven rubles.
In addition, the minimum retail prices (MRPs) for alcoholic beverages have also risen.
According to the Contour.Focus, the number of manufacturers of spirits in Russia has declined by 17.17% over the past four years, from 396 to 328. During this time, only 17 new companies were established, with the majority of them located in the Moscow region. Additionally, two new facilities were opened in North Ossetia, Kaliningrad, and St. Petersburg.
