In line with the resolution of the president of the Azerbaijan Republic entitled “On state support to manufacturers of agrarian products” dated 23 January 2007 and the decision of the Cabinet “On financial assistance from the State budget to manufacturers of agrarian products for purchasing motor oils and fuel” issued on 15 February 2007 Kapital Bank, being an agent bank of the State submitted 375 135 plastic cards to the regional commissions for purchasing motor oils and fuel within the framework of financial assistance to the agrarian sector of Azerbaijan. For this purpose the government allotted special financial resources. Ganja, Tovuz, Sabirabad, Barda, Beylagan and Jalilabad are regions that ordered most plastic cards. The project envisages 400 000 plastic cards, which will be submitted to the farmers. Visa Electron and Cirrus cards are being used in the project.
