OREANDA-NEWS. September 15, 2008. “Positive tendencies of the current year lay the reliable basis for sustainable economics growth in the following year. We forecast a real GDP growth by 6% and growth of amounts of industrial production,” Economics Minister of Ukraine Bohdan Danylyshyn announced.

According to the head of economics department, support of high growth rates of domestic customer demand and investments, activation of energy saving processes and restructuring of national production under the conditions of slowing down of inflation processes will ensure a stable economic blossoming.

“The main objective of the Program is to determine principal directions and tools of economic policy for solving system problems,” Bohdan Danylyshyn stressed.

Among such problems existing, according to the Minister, are structure deformations in the economy and low technological level of manufacture, ineffective use of human potential, huge inequality in incomes, rather low living standard of overwhelming majority of citizens as well as numerous problems of institutional character, which significantly restrain realization of the state policy and its further development.

Consequently, aiming solving of the mentioned problems 2009 State program defines the following objectives.

1. Improvement of quality of life of every citizen. 
Realization of this aim envisages measures aimed at: modernization of a system of health protection, forming of modern and qualitative system of education and raising of qualification level of specialists, development of culture, physical culture and sports, creation of market of available accommodation, social including of vulnerable strata of citizens, improvement of pension system and social protection as well as stable development of environment.

2. Creation of favourable framework conditions for raising competitiveness of economy.  
Achievement of the mentioned goal will be reached owing to keeping macroeconomic stability, eliminating of barriers for entrepreneurship by means of improvement of regulatory policy and development of competitiveness, raising of effectiveness of state administration, strengthening of institution of property as well as the development of financial markets.

3. Securing a subsoil for the technological breakthrough in the industry. 
Realization of the goal envisages the measures aimed at: raising of technological level of processing industry including at the account of strengthening motivation to innovation and an effective use of fuel-energy resources, raising of level of energy supply of the economics, applying of new and renewable energy sources.

4. Removing of infrastructure restrictions.
To realize this task it is necessary to secure, first of all, building of modern transport corridors, integration to the European infrastructure, development of railway transport, seaports, airports and modern communication means.

5. Ensuring of transition to highly effective agrarian and agrarian processing industry.  
It envisages the measures directed to: introduction of principles of the state support of agrarians in compliance with the WTO conditions, reorientation of agrarian industry with climatic changes in mind, improvement of cattle-breeding and plant cultivation production.

6. Creating of a modern innovation system. 
Forming of an innovation system of the second generation envisages: improvement of the system of knowledge generation, forming of an integrated innovation infrastructure and a system of transfer of technologies, improvement of effectiveness of intellectual property management, stimulating of a demand for innovations.

“Realization of the set tasks is directed to the further integration of Ukraine into the world economic environment taking into account the WTO membership and creating of a free trade zone between Ukraine and the EU,” Bohdan Danylyshyn emphasized.

Successful implementation of the State program has to ensure preserving of high growth rates of economics at the level of 6% which will contribute to the realization of the taken by the Cabinet of Ministers of Ukraine commitments, above all, in a social domain.

The draft State program of economic and social development of Ukraine for 2009 has been elaborated by the Economics Ministry in synergy with other central executive authorities, to supplement the Government program A Ukrainian breakthrough: for people, not for politicians with concrete defining of objectives and priorities for 2009, targeting solving of urgent problems and securing a sustainable economic growth, means and ways to achieve them.

“The State program is prepared in compliance with requirements of the legislation and adopted by the Government principal macroindices for 2009,” Economics Minister of Ukraine Bohdan Danylyshyn summed up.

The draft State program of economic and social development of Ukraine for 2009 was approved at the session of the Cabinet of Ministers of Ukraine on September 13, 2008 and will be submitted to the Verkhovna Rada of Ukraine together with the draft State Budget of Ukraine for 2009 on Monday, 15 of the current year.
