In the framework of this research and development project, ARMADA is set to develop over 40 services in 2011, including, among many others, the “Electronic journal/electronic blog,” “Information on entitlement to rights, social benefits and services,” “Information on allowances, compensations and other social benefits paid out,” “Admittance of children to institutions providing additional sports education,” “Subsidies to Moscow-based sports organizations,” and “Access to digitized publications available at public libraries of Moscow.” The services will be available through the inquiry system called the Moscow State Services Portal, with access to the services to be based on data from the nationwide portal gosuslugi.ru, social cards or universal electronic cards.
As he assumed his new post in November 2010, new Mayor of Moscow Sergey Sobyanin issued an order to revise the Electronic Moscow program in order to make it more target-oriented: “We have to consider the Electronic Moscow program from the perspective of providing services to a particular individual. We also have to regard the program as a tool to provide the maximum possible scope of services to business.”
