OREANDA-NEWS. March 05, 2011. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Ministry of the Russian Federation for Natural Resources and the Environment. The Antimonopoly Service suspects that the federal executive body violated Part 1 Article 15 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia.

In Clause 10.5.4. of No.412 Order “On Approving Additional Requirements to the Safety Declaration of Water-Development Facilities and the Drafting Technique, which Takes into Account Specifics of Declaring Safety of Different Types of Water-Development Facilities Depending on their Purpose, Class, Design, Operation Conditions and Special Safety Requirements”, the Ministry of the Russian Federation for Natural Resources and Environment set the requirements for having 3D models in the AUTODESK 3DS MAX format.

Apart from 3DS MAX developed by AUTODESK the market has several products of similar purpose and similar capabilities - Maya V, Light Wave D, Blender 2.4. Therefore, the requirement to have 3D models in AUTODESK 3DS MAX created unjustified preferences for this software developer.
