OREANDA-NEWS. August 05, 2011. The Office of the Federal Antimonopoly Service in Volgograd (Volgograd OFAS Russia) fined “MRSK Yug” – “Volgogradenergo” OJSC over 24 million Rubles for abusing market dominance, reported the press-centre of FAS Russia.

On 4th May 2010, a physical person filed an application to “MRSK Yug” – “Volgogradenergo” OJSC for connecting his plot of land to electric networks and on 31st May the parties signed technological connection contracts.

On 22nd March 2011, the above individual petitioned to Volgograd OFAS Russia that “MRSK Yug”– “Volgogradenergo”OJSC failed to execute the obligations under the contracts on technological connection, which infringed his rights and interests, as the permission to build a house on the plot of land was obtained on 16th September 2010, however it had not been possible to build the house due to absence of electric power supply.

The Commission of Volgograd OFAS Russia discovered that in the above contracts “MRSK Yug” – “Volgogradenergo” OJSC did not specify the period for completing technological connection and did not to execute the technological connection obligations to the other party within the statutory period.

Thus, “MRSK Yug” – “Volgogradenergo” OJSC committed an administrative offence that infringed the right and interests of the citizen who was unable to use his plot of land. The antimonopoly body fined “MRSK Yug” OJSC – “Volgogradenergo” 24 million Rubles.
