OREANDA-NEWS. August 29, 2011. Within the limits of housing and communal services reforming it is necessary to create competitive conditions in the market of removal of a household waste that will promote decrease in tariffs and improvement of quality of granting of services.

It was declared by the Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Grigory Semchuk during a videoconference concerning introduction of separate collection of a firm household waste in Ukraine which has taken place in the Government House.

“In the market of removal of a household waste we should create a competition. It will allow to reduce cost of this service and the main thing - to increase quality”, - he has told.

As he said in this direction the Government, in particular the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine creates corresponding conditions at legislative level (the Ukrainian legislative initiatives are adapted to European). As noted by Grigory Semchuk, adopted amendments to the rules for the provision of services for domestic waste removal have introduced “compulsory identification on a competitive basis, the Executive of services for domestic waste removal in particular area relevant local authorities”. In addition, this year adopted the state standard of municipal solid waste processing technologies, a new version of operating landfills, public health rules and standards for levels of human settlements, etc.: “That is, these documents are mechanisms which are given for realisation of tasks in view in the yielded sphere”.

He reported that in 130 settlements of Ukraine introduced a separate collection of municipal solid waste, which is 2.5 times higher compared with 2009, in 19 cities such lines are built (in Kyiv, Dnipropetrovsk and Kharkiv region operate incinerators).
