Ukraine Can Prolong Building Amnesty
OREANDA-NEWS. September 21, 2012. The possibility to put into operation individual residential house that is built illegally, so-called "building amnesty" - is an important social component in the implementation of the law "On regulation of urban development."
For today, this right is already benefited by more than 46,000 families. And this process is gaining momentum. As of September 15, 2012, there have been put into service 29,147 homes. In the past year this figure was 17,115. From July 23 of this year for apartment buildings with area to 300 sq m (which is 95% of the total number) there has been removed the need for additional technical examination, besides that indicated in technical passport of the Technical Inventory Bureau.
Moreover, now the registration of ownership to residential buildings were built before August 5, 1992, is solely based on passport of BTI, without taking their commissioning by inspectorates of State Architectural and Construction Inspectorate.
"Building amnesty" is valid only until the end of this year, and not everyone have time to take advantage of recent simplifications," said Olexandr Rybak, the Chairman of the State Architectural and Construction Inspectorate during a briefing at the Cabinet of Ministers of Ukraine on 19 September. "That is why the State Architectural and Construction Inspectorate submitted a proposal for extending dates of "building amnesty" for houses illegally constructed before the implementation date of declarative procedures in construction, that is, to March 12, 2011, and extensions of such regulations. Relevant proposals have been supported by the Government."
