Ukraine Will Receive Network of Modern Airports by 2023
OREANDA-NEWS. November 30, 2012. Ukrainian airports will have long-term strategy - the Government has approved the Concept of the state target program of airport development for the period until 2023. State target program will provide an innovative and at the same time a systematic approach to each of the Ukrainian airports - from the development of its infrastructure to the introduction of modern processes of service of air carriers and passengers.
This was announced by vice-Prime Minister - Minister of Infrastructure Borys Kolesnikov during a briefing at the Cabinet of Ministers of Ukraine.
Thus, the new State target program of airport development for the period up to 2023 will be a truly programmatic document, as it will provide specific long-term measures for the development of every Ukrainian airport separately - according to his abilities.
Among the basic principles that will be incorporated into the Program, - increase airport capacity and increase the traffic of aircraft. In the future, the construction, reconstruction and modernization of airports will be held: it comes to improving categorizing of airports in accordance with the recommendations of the International Civil Aviation Organization and the flights of aircraft in bad weather.
Also under the program will be replacing equipment and upgrading navigation, construction and renovation of passenger terminals, hotels, office buildings, commercial facilities terminal facilities, reconstruction of refuelling systems, hangar facilities, aircraft and technical bases, the development of the aircraft maintenance and parking.
At the same time state funds will be directed exclusively for the construction, reconstruction and modernization of the runways, aprons, lighting, radio, meteorological equipment and specialized machinery and equipment for the maintenance of airfields, aircraft and passengers.
It is also planned to resume the work of airports that are not operate or not fully exploited.
To improve the efficiency of airport and attracting investments the integral property complexes and certain infrastructure designed for ground handling of aircraft, passengers, crew, baggage handling, cargo facilities non-aviation activities can be sent to the concession or lease, provided that it will not change their intended purpose. Airfields and associated facilities (runways, taxiways, aprons, and other items of airfields) will remain in the state or municipal property (depending on the scope of control).
Program will provide the legal regulation of the issues of land use of air transportation, including the transfer to investors in the long-term lease with the direction of the funds received for the development of airports.
In addition, work will be done to reduce the time required to service passengers and aircraft at airports will improve the system for certification and licensing of airports.
The Program will also contribute to the development of administrative units within which the airport is located, the development of international tourism in Ukraine, creation of new jobs.
Bringing air transport infrastructure in line with international standards - an important part of the government strategy aimed at ensuring the competitiveness of Ukraine in the world market. According to the forecast of the International Civil Aviation Organization (ICAO) in the period from 2012 to 2023 the total demand for air travel at an average rate will increase by 4-5%, and will increase and the global fleet. By expected forecast volume of passenger air travel through Ukrainian airports by 2023 will increase nearly 2.3 times compared with 2011.
