OREANDA-NEWS. December 07, 2012. The global pharmaceutical market has entered its golden expansion period. In order to promote the development of pharmaceutical industry of Chongqing, on December 5th, the municipal government convened the 139th executive meeting. On the meeting, Development Planning of Pharmaceutical Industry of Chongqing Municipality (2012–2020) and Guidance of Chongqing Municipal Government on Build 100-Billion Pharmaceutical Pillar Industry were approved upon discussion. As was clearly declared, the total output value of pharmaceutical enterprises above designed size in Chongqing shall reach RMB 100 billion by 2017 and reach RMB 150 billion by 2020. On the occasion, pharmaceutical industry will become a 100-billion pillar industry. 

It is reported that the output value of pharmaceutical enterprises (excluding enterprises engaged in herbal medicine planting) above designed size is RMB 23.3 billion in 2011.  According to analysis on pharmaceutical industry of Chongqing, there are five major problems: low industrial agglomeration degree; poor communication between upstream and downstream of the industry; lack of leading enterprise with strong charisma; few registered products with small variety scale; defective innovation system and deficient industrial creativity.

In order to revive the glory of Chongqing pharmaceutical industry, the Opinion and the Guidance propose that, by 2020, a modern pharmaceutical industry system composed of pharmaceutical chemicals, herbal medicines, medical apparatus & instruments, health products, biological pharmacy and pharmaceutic adjuvant shall be formed in Chongqing; it is stated to build "Five Parks and Seven Bases": five parks refer to 4 extra-100-billion level industrial parks specializing in pharmaceutical research & development as well as medical apparatus & instruments (including Liangjiang International Pharmacy Park, Fuling Herbal Medicine and Health Product Park, Banan Maliu Pharmaceutical Chemical Park and Rongchang Biological Pharmacy Park) and the Biological Pharmacy Development Park in Hi-tech Zone; seven bases refer to seven herbal medicine planting and processing bases, including wild honeysuckle flower base in Xiushan County, coptis chinensis base in Shizhu County, sweet wormwood base in Youyang County, figwort root base in Nanchuan District, saussurea lappa base in Kaixian County, epimedium and finger citron base in Yunyang County and pilose asiabell root base in Wushan County; meanwhile, it is also planned to cultivate 30 leading enterprises of billion level and launch 150 competitive products with more than 100 million annual sales for each.

Thereby, Chongqing will be constructed as an important development & manufacturing base of modern pharmacy and medical apparatus & instruments. 

Huang Qifan says that economy of Chongqing has grown really fast since 1997. Especially in last decade, industry of Chongqing develops with a violent tendency. However, development of pharmaceutical industry is far behind others; compared with that, the domestic pharmaceutical industry is embracing a flourishing period, which leaves Chongqing further and further behind. In recent years, plenty of pharmaceutical enterprises consume their productivity in relocation instead of devoting it to the development of this industry. They fail to make full use of capital market and medicine resources of Chongqing to promote their growth. In the next stage, in order to strengthen local pharmaceutical industry, there are three aspects shall be paid attention to: the first one is to attract capital and investments so as to enlarge the industry scale. In the next years, efforts shall be made to bring in international and domestic magnates of pharmaceutical industry to Chongqing for investment. The second one is to convert the development strategy of local pharmaceutical enterprise. Avoid repeated relocation and take full advantage of resources. Devote passion into pharmacy so as to enlarge enterprise scale and improve product quality. Preferential policy of government shall focuses on the enlargement and strengthening of medical projects. The third one is to build a better platform for the development of pharmaceutical industry, which involves several problems in various aspects. In terms of trade, it requires trading market such as Chongqing Medicine Exchange; from the aspect of purchase, government procurement shall be considered and referring to pharmacy, it shall be considered that whether it will be included in Reimbursement Drug List… Relevant government department shall work hard to create an expedite access for the pharmaceutical enterprises and to include more "made-in-Chongqing" medicines into Reimbursement Drug List; meanwhile, more measures shall be taken to promote the development of Medicine Exchange.
