January 28, 2013.  R.V.C., engineering company focusing on the complex projects that raise efficiency of power infrastructures, and the Russian Telecom Equipment Company (RTEC), manufacturer of trusted telecommunications equipment, implemented the project to create a complex automated security system (KASS) for the "Russkaya" 220 kV substation of the MES East division of the Federal Grid Company (FGS UES) located in the island districts of Vladivostok city. As a result, end-to-end 24/7 remote monitoring of the power system was enabled to facilitate control and maintenance activities.  The KASS system helps to prevent emergency situations and rapidly react to them which improves reliability of electric power supply in the Russky island, including power supply of the Far Eastern Federal University.

"Deployment of KASS in our company's zone of responsibility and, in particular, at the Russkaya substation, not only helped us to inprove security against terrorist attacks, but also created a high-quality tool to control activities of the substation personnel", said Ilya Lesogor, head of KASS department of  MES East.  "Captured information is used to accelerate decision-making and to improve reliability of electric power supply."

Thanks to KASS, employees of MES East will be able to remotely monitor the security system of "Russkaya" 220 kV substation, to deliver alarms from the pobjects security system to the main command and control center (CCC) and to the regional control center (RCC) of MES in appropriate format.  Besides, the complex security system supports video streaming to users located away of the monitored object (i.e. to users of CCC and RCC).  Moreover, KASS integrates the existing subsystems of physical security and technological video surveillance, as well as security, fire and alarm signaling and access control.

The Federal Grid Company (FGS UES) is one of the key customers of the Russian Telecom Equipment Company.  In 2010 RTEC launched a project to build a complex automated security system (KASS), command and control center (CCC), and mobile command and control center (MCCC) for the FGS UES objects. The KASS, CCC and MCCC projects are carried out in the general framework of cooperation between State Corporation "Rostechnologii" and FGS UES in development, production and delivery of advanced high-tech equipment and systems for the Unified National Electric Grid (UNEG).
