Ukrainian Vice PM Proposes to Create New System of Civil Protection
OREANDA-NEWS. April 26, 2013. "We need a new modern system of civil protection, which will increase the speed of response to emergency situations of natural and man-made disasters, provide a clear coordination between agencies involved in emergency situations – power, utilities, rescuers, military men, volunteers, and create opportunities for operational awareness of population," Vice Prime Minister Oleksandr Vilkul said during a Cabinet meeting.
In Ukraine, the number of natural phenomena - abnormal snowfalls, floods and forest fires - from 80-ies of the last century has doubled. Besides it may occur simultaneously in 12-15 regions. 20 years ago this was not even theoretically. Most dangerous is the threat of industrial accidents, the number of which is growing not only in Ukraine but all over the world.
According to Oleksandr Vilkul best practices of the Soviet civil defence system, and a modern global experience and technology will be analyzed to create a new system.
It is proposed to update the material-technical base of the State Emergency Services and utility equipment that is used in the current process of cleaning the city, and during emergency situations.
Also, in accordance with international practice, it is proposed to set up three mobile rescue teams, equipped with modern technology: in the west, east and center of the country (Kyiv). Teams should promptly relocate in its radius of action, if necessary.
It is also proposed the introduction of a modern system of warning of the population. It will provide the timely dissemination of information through technical means of communication, the media, the Internet, mobile communications. This includes the development of the ability to create a national radio on medium wave.
"The new work schedule should allow for a maximum of one hour providing information to the public about emergencies and the appropriate course of action at this time," Oleksandr Vilkul said.
