OREANDA-NEWS. December 12, 2013. The Head of the Federal Antimonopoly Service (FAS Russia), Igor Artemiev, informed participants of a session of the Club of Ambassadors – Russian Neighbours, organized by Moscow State Institute of International Relations (MGIMO University) and “Good Neighbours” Fund, on the goals and objectives of the antimonopoly authority, the results of the work of the Antimonopoly Service, and specifics of Russian antimonopoly law.

“Today we decided to focus on the largest cases. In the past 6 years the number of pre-merger petitions decreased by nearly threefold, and the number of post-merger notifications - by18 times. In 2013 the number of initiated cases reduced by 27.7%”, pointed out Igor Artemiev.

The Head of FAS discussed efficiency of warnings issued by the antimonopoly authority: “In the recent years we introduced a system of warnings that enables companies to eliminate violations of the law without fines and initiating antimonopoly cases”.

He also emphasized that the Competition Committee of the Organization for Economic Cooperation and Development (OECD) recognized that Russia’s competition protection policy comply with OECD standards. “We have joined the system of recognized best world practices, and Global Competition review ranked us 17, putting FAS in the same group with such countries at Austria and Portugal.

Igor Artemiev also said the FAS coordinates its work with the Road Map on “Developing Competition and Improving the Antimonopoly Policy” adopted upon an initiative of business community. According to Mr. Artemiev the FAS Collegium also approved the Strategy for developing competition for the period up to 2024 and the Actions Plan for up to 2018.

The 18th session of the Club brought together the heads and officers of diplomatic missions of 13 states and the European Union. The Chairman of the Constitutional Law Committee of the State Duma, Vladimir Pligin, and the Secretary of the Union State of Russia and Belarus, Grigory Rapota also took part in the meeting.

At the end of November MGIMO University formed a Department of Economic and Antimonopoly Regulation, chaired by the Head of FAS Igor Artemiev. The Department organizes the first training seminar at the beginning of December.
