FAS Strengthens International Anti-Cartel Cooperation
OREANDA-NEWS. In Rome, Deputy Head of the Federal Antimonopoly Service (FAS Russia), Andrey Tsyganov, represented Russian competition authority at an international anti-cartel workshop.
The workshop was organized by American Bar Association (ABA) with support of the US Ministry of Justice and International Bar Association (IBA).
The workshop takes place every two years and is a recognized international programme in the field of anti-cartel efforts. This year participants included over 300 legal practitioners and officers of the antimonopoly bodies from over than 20 countries.
Speaking at a session on antitrust enforcement, Andrey Tsyganov discussed the accumulated experience and anti-cartel mechanisms in Russia, and answered numerous questions from the session moderators: Thomas Barnett, a former US Assistant Attorney, and Henry Roscann, Deputy Head of Antitrust Section, American Bar Association.
“Exchanging the cutting-edge practical experience in such highly qualified audience enables to arrive to an absolutely univocal conclusion”, said Andrey Tsyganov. “In Russia we have formed an anti-cartel system, which is fast drawing near the best practices through its legislative framework, enforcement intensity as well as the institutional system”.
As part of the workshop, Deputy Head of FAS had a meeting with the co-chairs and members of the Working Group of American Bar Association on international cartels. American attorneys and corporate lawyers showed the most interest to FAS efforts on disclosing international cartels, division of power between Russian antimonopoly body and the Eurasian Economic Commission in cartel investigation and applying sanctions to cartel participants as well as efficiency of leniency programmes in Russia.
Andrey Tsyganov also informed participants about a FAS initiative to organize an international anti-cartel convention.
