OREANDA-NEWS. August 07, 2015. In the framework of a working visit to Khmelnytsky Prime Minister of Ukraine Arseniy Yatsenyuk visited a Khmelnytsky branch of National Information Systems state-owned enterprise, where the training to operate the Single Unified and State Registers and other electronic databases is underway.

Together with Minister of Justice of Ukraine Pavlo Petrenko, the Prime Minister attended the class and spoke with specialists who are undergoing the training process.

The Head of Government stressed that work of the Khmelnytsky branch of National Information Systems company is rather difficult, but necessary: "We are now training notaries, notary assistants and what is most important – representatives of local self-government authorities to ensure each village to have a specialist having an authority to receive citizens and issue needed statements”.

"From now on people won't have to travel from village to district, from district to town and from town to Kyiv to get needed certificates, permits and information sheets," he accentuated.

Moreover, Arseniy Yatsenyuk informed employees of the State Fiscal Service and local self-government also undergo the training process to ensure direct communication between a file clerk and a citizen and to cut the number of unnecessary documents: "Before one had to come to the SFS and bring an extract from a certain registry. Now one shouldn’t do that and shouldn’t have to pay. In case the fiscal service has any questions on the data from the registry, the service [clerk – ed.] will open the e-registry and get necessary information".

Arseniy Yatsenyuk stressed that in case of receiving the data by a public authority access to the registry will be as reduced as possible or even free.

120 local government officials will be trained just in Khmelnitsky region, "This process will be difficult, but we must wind it up."

Arseniy Yatsenyuk stressed that such steps aimed at decentralization will additionally attract UAH 70 million to the budget of Khmelnitsky region.

The National Information Systems enterprise accompanies a single information system on the territory - 17 Common Registers and Information Networks of the Ministry of Justice of Ukraine. It provides technical maintenance of electronic online services, as well as ensures training of professionals responsible for these electronic databases.

The Khmelnitsky branch of the state National Information Systems enterprise began to operate in July. It is scheduled to provide training for 120 workers of free legal aid centers, 150 workers of offices of the State Executive Service of territorial justice departments, about a hundred employees of village councils of Khmelnitsky region, court staff, prosecutors, fiscal officials.
