OREANDA-NEWS Rosneft proposed to give oil workers the right to own oil trunk pipelines and oil product pipelines, which only Transneft now has. The corresponding amendment is registered in the new version of the bill "on the main pipeline transport of oil and oil products.

Transneft representative Igor Demin told that this amendment was made with the participation of Rosneft experts, but without coordination with other market participants. According to him, this and other provisions of the bill were discussed at a meeting held on Wednesday by Deputy Prime Minister Dmitry Kozak with the participation of officials of relevant departments, Transneft and oil companies.

The fact of the meeting was confirmed by the representative of Kozak Ilya juice. According to its results, "it has not yet been possible to reach a compromise on key disagreements, including the definition of the main oil pipelines of General and non — General use, on the parameters of investments in the construction of such facilities and the structure of their ownership," juice said. The discussion of the draft law" on the main pipeline transport of oil and oil products " will continue in January 2019.

The participants of the meeting tried to agree on who will have the right to own the main oil and oil product pipelines and on what conditions oil workers will be able to pump raw materials through them. The draft law proposes to introduce two types of oil trunk pipelines — public and non-public.​ The main thing is to agree on the parameters in principle and decide what to consider a trunk pipeline, especially if it goes to one private refinery, juice said. Transneft recognizes that there is an imbalance, the question is how and for what money to build and design "processes" from the main oil pipelines and whose property they will be, he added.

Key agencies did not support the document in its current form, a source close to one of the participants of the meeting told media. According to him, the decision "in principle to consider expediency of adoption of this bill"was made.

Press Secretary of "Rosneft" Mikhail Leontyev told that the company made amendments to the law on main pipeline transport of oil, but declined to comment on their nature and to respond to the claims of "Transneft". Representatives of other major oil companies — LUKOIL, Gazprom Neft and Surgutneftegas. The representative of the Ministry of energy (involved in the development of the bill) did not respond to the request.

According to the text of the document, the state or Transneft will be able to own public oil pipelines, and non-public ones-persons registered in the territory of the Russian Federation, including oil companies.

At the same time, the draft law proposes to introduce a ban for Transneft to pump oil and oil products through the main oil pipelines of General use as a shipper. If this proposal is approved, Transneft will be able to transport only crude oil products through pipelines, but not its own oil and oil products, which it needs for technical needs.
