Russia will introduce a gasoline production plan

OREANDA-NEWS The Russian Ministry of Energy has prepared draft agreements with oil companies, under which the latter undertake to fulfill plans for the production of petroleum products from above. This was reported by Interfax, citing sources familiar with the situation.
Before signing the agreements, they point out, there should be a corresponding government decree. The documents themselves suggest that the agency will recommend to oil refineries (refineries) the volume of production and shipments to the domestic market, sales on the stock exchange and exports of gasoline and diesel fuel of class 5.
Manufacturers will have to try to meet the requirements when there are "production and logistical capabilities" and corresponding demand in the domestic market. At the same time, domestic supplies should be a priority through all sales channels.
At the same time, oil companies will be required to maintain the increase in retail prices for diesel fuel and gasoline within the framework of official inflation, taking into account changes in the fiscal burden in terms of the value added tax (VAT) and excise taxes. At the same time, companies have the right to discuss with the Ministry of Energy the revision of recommendations in case of "force majeure circumstances", for example, accidents at refineries.
According to the agency's interlocutors, the ministry has previously sent out recommendations on supplies to the domestic market, but after the conclusion of agreements, they will become noticeably more effective.
Earlier, Deputy Prime Minister Alexander Novak said that the Ministry of Energy would sign agreements with oil companies to increase supplies within the country. Prior to that, the government imposed a total ban on gasoline exports (with the exception of supplies under interstate agreements) until the end of July.
