Russian Railways did not agree to give guarantees for the export of coal

OREANDA-NEWS Russian Railways has consistently opposed the Ministry of Energy's proposal to conclude agreements with the regions on the guaranteed export of at least 130 million tons of coal. Irina Magnushevskaya, the company's deputy general director, told Kommersant about this in an interview.
She stressed that transportation should be carried out in the order of a fixed queue without pushing someone forward. Otherwise, the region that has concluded such an agreement stops trying.
According to Magnushevskaya, the agreement with the Kemerovo region, the main coal region of the country, implied the export of coal for export to the east in the amount of 54.1 million tons. However, Russian Railways actually had to fulfill these obligations, because the enterprises of the region themselves were in no hurry to take advantage of the opportunities.
In addition, under the current agreement, about 20 million tons of coal have not been submitted for transportation to the west, and the number of refusals from applications to the east exceeds one million tons. At the same time, the coal miners did not abandon the use of outdated wagons with a smaller capacity, although they were supposed to do so from April.
"The agreement with Kuzbass is not only ineffective, but also infringes on the interests of the entire market," the representative of Russian Railways emphasized. As a counterexample, Magnushevskaya cited the approach of coal companies from Buryatia and Khakassia, which increased exports by four and eight percent without special agreements.
The deputy head of the company complained that in 2024, Russian Railways' losses from coal transportation amounted to 127 billion rubles, and in 2025 - 62 billion in the first half of the year alone.
Earlier it was reported that the Ministry of Transport proposed to introduce the principle of "carry or pay" (payment for transportation even in the event of its actual absence) on the railway within the framework of contracts concluded between the shipper and Russian Railways. In turn, shippers oppose this approach.
