"I have sent the attached notification to the Federal Register for publication that the state of emergency declared in the decree of April 21, 2022 with respect to the Russian Federation and the emergency powers concerning the regulation of parking and movement of vessels associated with the Russian Federation to US ports will be in effect after April 21, 2023," it says. in Biden's letter to Congress, which was published by the White House.

The text of the notification itself emphasizes that the ban is extended for exactly one year.

On April 21, 2022, Biden announced that Russian-linked vessels would be banned from entering American ports. "This means that no vessel under the Russian flag or a vessel that belongs to Russia or is operated by someone connected with Russia will be able to enter a US port, approach our shores," the American president said at the time.
