In Russia are going to cut sales of inexpensive caviar

OREANDA-NEWS Retail sales of caviar, dairy products, shoes and clothing made of wool at a price 30 percent lower than the monthly average for the sale of similar goods will be the basis for an unscheduled inspection by Rospotrebnadzor. Vedomosti writes about this with reference to the draft order of the Ministry of Health and sources who confirmed its authenticity.
The supervisory authority will act in the same way when selling certain types of soft drinks, including juices, with a price deviation of 60 percent. The risk indicator was developed in conjunction with the CRPT labeling system. Exceeding the normal price range may indicate a turnover of products in violation of mandatory requirements, explained in Rospotrebnadzor.
Meanwhile, German Zverev, president of the All-Russian Association of Fisheries Enterprises, Entrepreneurs and Exporters (VARPE), pointed out that the document did not take into account many factors affecting the cost of caviar, so the participants of the working group on the "regulatory guillotine" in the field of fisheries opposed it.
In particular, officials suggested calculating the average cost of caviar for salmon and sturgeon species together, although they differ by about five times. Structured caviar is also on a par with regular caviar, which is much cheaper than natural caviar.
In addition, the price is strongly influenced by the seasonality of fishing, and caviar in plastic packaging is cheaper than any other, which is why a bona fide seller may come under the attention of regulatory authorities.
Soyuzmolok was also unhappy with the initiative, because it does not take into account price fluctuations, discounts and cost differences due to different heat treatment methods.
In turn, Mikhail Burmistrov, CEO of Infoline Analytics, recalled that counterfeit goods may well be sold at the price of the original, so this method will lead to a high risk of false positives.
Albina Koryagina, a partner at the Neo consulting company, suggested that in order to avoid problems, manufacturers and sellers can keep prices above a certain level so as not to attract the attention of regulatory authorities. Thus, consumers are deprived of cheap products, deep discounts and promotions.
