The EEC is working on the issue of creating a single information portal for public procurement in the EAEU countries

OREANDA-NEWS The Eurasian Economic Commission (EEC) is considering the possibility of creating a single procurement information portal for the countries of the Eurasian Economic Union (EAEU), Maxim Ermolovich, Minister of Competition and Antimonopoly Regulation of the EEC, said during the Moscow Financial Forum.
According to him, all EAEU member states have public procurement portals (99% of such purchases are carried out in electronic form). However, procurement information is not always published (or duplicated) in Russian on them, which leads to restrictions on informing potential participants from other countries of the union about certain purchases.
It is assumed that the creation of a single information portal will entail an increase in the volume of cross-border public procurement, which is currently at a very low level. Thus, according to the EEC, in 2025 the total volume of public procurement of the EAEU member states amounted to $198.1 billion, while the volume of mutual supplies within these public procurement amounted to only $1.49 billion ($618 million a year earlier). At the same time, Russia accounted for $600 million in the total volume of mutual public procurement, Kazakhstan - $417 million, Belarus - $400 million.
According to Ermolovich, digitalization of procurement, on the one hand, provides transparency, simplifies the procurement procedures themselves, and on the other hand, creates additional difficulties for conducting cross-border public procurement.
"National procurement systems do not interact with each other," he said. "It is necessary to coordinate, develop and adopt a standard for digitalization of the procurement cycle."
At the same time, he noted that the introduction of artificial intelligence tools into procurement systems could further complicate the situation. Therefore, it is already necessary to work on the creation of common principles for the creation and application of AI in public procurement.
