OREANDA-NEWS The Ministry of Agriculture of Russia is considering the possibility of prolonging preferential loans for regions with a difficult situation with grain exports, subsidies per ton sold, as well as procurement interventions, head of the department Oksana Lut told reporters on the sidelines of the Second stage of the XXIII Congress of the United Russia Party.
The second stage of the XXIII Congress of the United Russia Party was held in Moscow on Saturday. It approved a new national program, which will become the party's work plan for the next five years. One of the program's priorities is comfortable housing and urban environment, as well as integrated rural development.
"We are considering the possibility of extending preferential loans for the field work season for those regions that have a difficult situation with grain exports. A subsidy for a sold ton of grain. And interventions. Now we are determining the regions in which we can launch interventions," said the head of the Ministry of Agriculture.
She suggested that the average volume of grain procurement interventions will be 1-3 million tons.
"Because more, from the point of view of the procedural things themselves, it seems to me, more will not be very effective. The main effective measure is the prolongation of the benefits and a subsidy per ton sold," said Lut.
In March, the Russian Ministry of Agriculture set price limits for grain purchase interventions in the 2026-2027 agricultural year.
In Russia, since 2001, there has been a mechanism for purchasing and commodity (for sale) grain interventions. Government interventions are used to stabilize grain prices. In 2022, the reserve of the intervention fund was formed in the amount of 3 million tons of grain, and in the fall of 2023, the Ministry of Agriculture announced plans to send up to 2 million tons more to the fund.
