OREANDA-NEWS   About 5.5 billion rubles of tourist tax were collected in Russia in the three quarters of 2025, 63% of this amount falls on Krasnodar, Stavropol, Altai Territories, as well as St. Petersburg, said Georgy Grusha, director of the Tourism Development Department of the Ministry of Economic Development of the Russian Federation.

"This amount is already more than the forecast of the Federal Tax Service, it was about 5 billion," he said at a round table on tourism development in the State Duma.

Grusha noted that about 80% of the proceeds were spent on the improvement of tourist areas. The cost items also included the maintenance of infrastructure, the holding of events to attract tourists, the development of school tourism, the creation of tourist information centers and their portals.

According to the director of the department, the average bill for accommodation in accommodation facilities of different categories in Russia in 2025 amounted to about 3.3 thousand rubles.

"And if we say that today the minimum tax is 100 rubles, then simple mathematics shows us that last year, on average, the tourist tax was not lower than 3%. This primarily affects low-budget hotels, hostels, and guest houses that provide affordable holidays for our citizens," he said.

Grusha recalled that the tourist tax was introduced in 2,856 municipalities in Russia. There are 14.8 thousand accommodation facilities with a total number of 577 thousand rooms. This is about 57-58% of the total volume in the country, that is, most of the industry is covered by the tourist tax.
